Short answer: IPTV itself is legal in Canada. IPTV is just a way of sending TV over the internet, and licensed companies such as Bell, Rogers and Telus use it. What can be illegal is streaming or distributing content without the rights holder’s permission.
IPTV technology vs IPTV content
It helps to separate two things. The technology (apps like TiviMate or IPTV Smarters, streaming sticks, Android boxes) is legal to buy and use. The content is what matters: TV channels and movies are protected by copyright, and the Canadian Copyright Act gives rights holders control over who may broadcast them.
What Canadian courts have said
- In Bell Media v. GoldTV (2019), the Federal Court ordered Canadian internet providers to block an unlicensed IPTV service, and the Federal Court of Appeal upheld the order in 2021.
- Since 2022, courts have also granted “dynamic” blocking orders that let broadcasters block servers streaming live sports such as NHL games without permission.
- Enforcement in Canada has mainly targeted the sellers and operators of unlicensed services, not individual viewers.
How to choose an IPTV service responsibly
- Ask the provider about its content sources and licensing.
- Avoid services that ask for unusual payment methods with no receipt.
- Use a provider with a clear refund policy, terms and real contact details.
- Test with a free trial before paying for a long plan.
